The Shadowrealm spans 4 cities, each gating tougher actions, pricier casinos, and rarer stock behind a higher character rank. A new character starts in Ashenvale and unlocks the rest by climbing the ranks; every city hosts its own slice of the action catalog, its own casino, and its own jailed prisoners. Travel between cities is not instant: most cities charge a one-time gold cost to travel to, on top of the standard travel cooldown.
Every non-story action in the game belongs to exactly one city, wired the same way for all four (see the Actions Catalog for the full list), so at low rank a character is naturally rooted in Ashenvale until a higher rank unlocks somewhere new to work. Reaching a new city is less a change of scenery than a whole new content tier: harder deeds, a pricier casino to gamble in or eventually own, and a fresh set of jailed NPCs worth breaking out.
18 of the game's 24 actions are reachable before the Dark Citadel even opens at Rank 7, so a character can play for a long stretch without ever setting foot in the endgame city. Once you can reach it, though, it pays out the richest jailbreak rewards in the realm, on top of hosting the game's most expensive casino.
Moving to a new city costs its own one-time gold toll, listed city by city below, then locks in a 15-minute cooldown before you can travel again. Waiting that cooldown out is always free and always available, however empty your purse and your stable are. Leaving early costs you something, and there are two ways to pay.
One way is a stolen conveyance. Burn one out of your stable and the cooldown is skipped outright: you pay only the destination's own travel cost, and the conveyance is destroyed. The road wardens are choosy about what they will wave through, and a conveyance has to clear all three of their tests. It must be in PRISTINE condition, so a battered rig has to be repaired at the Black Stables before it will get you anywhere. It must be worth at least 1,500 gold for the short road to Ashenvale, rising to 30,000 gold for The Dark Citadel. And it must be grand enough for the road: The Dark Citadel accepts nothing short of a conveyance stolen from The Royal Mews. A grander conveyance than the road demands is always allowed, so the finest thing in your stable will get you anywhere, if you can bear to lose it.
Those last two tests are the reason the cheapest nag in the realm cannot buy you an instant journey. A ruined conveyance is worth a fraction of its value once damage is counted, and burning something worth a couple of hundred gold to skip a wait that the toll charges thousands for would make the toll pointless. Grand, undamaged, expensive: that is the price of the fast road.
The other is the fast-travel toll: 2,500 gold per rank the character has ever reached (their highest rank, not their current one, so the fee never drops after an Ascension reset), multiplied again by how deep into the realm the destination sits, and added ON TOP of that destination's own travel cost rather than instead of it. Fast-travelling to The Dark Citadel at Rank 7, for example, costs its own 1,000 gold toll plus a 70,000 gold fast-travel fee, 71,000 gold total.
A smouldering outpost at the edge of the wastes. Unlocked at Rank 1. Travelling here is free. Its casino can be bought at Rank 2 for 50,000 gold.

Early on, staying put in Ashenvale is the right call: it is free to reach and its actions match a fresh character's rank. As soon as a new city unlocks, though, its actions pay noticeably better per point of Energy spent than anything left behind, so most characters migrate forward city by city rather than lingering. The jailbreak reward multiplier follows the same logic: a rescue in the Dark Citadel is worth well over double an identical rescue in Ashenvale, so once you can reach a harder city, its jail is usually worth the trip even outside of your own action grind.
